Paris and Rome have quarrelled over whether migrants who have arrived
in Italy since the outset of the unrest in north Africa should be
allowed to move to other European Union countries, notably France,
where many have family.

Italy started issuing "humanitarian" residence permits to the
migrants, which it says allows them to travel to other countries
within the EU's Schengen area. France disagrees, saying additional
documents are required.
